Government orders review of student loans criteria

Government has directed districts to look into complaints of university students who claim that they were denied government sponsorship after being wrongly categorised under the Ubudehe classification programme.


The Ministry of Education in March revised bursaries for government sponsored students in public universities and other tertiary institutions effective this academic year (2013/2014).


The government is now giving bursaries and monthly upkeep allowances only to students whose families are in category 1 and 2 of Ubudehe, which includes the poorest of society.


Students whose families are in categories 3 and 4 have to pay half tuition fees and meet their monthly upkeep while those in category 5 and 6 foot all their tuition and monthly upkeep.


But lately the categorisation has attracted criticism. Over 6,000 complaints were filed by students from categories that have to pay half tuition of Rwf 300,000 per annum or the full amount  Rwf600,000 per annum.


They argue that Ubudehe categorisation does not reflect their family financial ability.


The New Times understands that the directive to review students’ complaints follows a recent meeting of officials from ministries of cabinet affairs, education and local government as well as local leaders which realised that there were many students’ claims that merit attention.


Filing complaints 


A communiqué from the ministries of Education and Local Government released on Monday says that a taskforce has been put in place at district level to examine the complaints and ensure fairness in the process.


The taskforce is made up of vice mayors for social affairs, district education officers, officials in charge of good governance and security officers.


It will not change the categorisation of particular students but will review financial capacity of the complainants.


The team is supposed to file a report to the Ministry of Education within 10 days from September 11.


To be considered by the taskforce include orphans whose parents left no property, orphans who were put in the category of a foster family, or those belonging to a family with financial difficulties.


Alphonse Dusengiyumva, a student of Kigali Institute of Education, said he requested for a review of his case because his mother cannot afford to meet his tuition and that of his three brothers.


Dusengimana, from Nyagatare District lost his father in 2008. “My family has only half a hectare of land with not even a single cow. We are basically poor” he said.


Another KIE student, Solange Mukaneza, from Muhanga District welcomed the review, saying district officials had not paid attention to her pleas.


At KIE, out of more than 700 expected fresh students, 100 have not registered a week after the academic year opened reportedly due to the sponsorship issues.


For the continuing students who started on September 9, only 1,300 have registered just one third of 3310 students.


University officials said it was unusual to have more than a half of the students not registered, five days before registration deadline, which is September 15.


But officials at the Ministry of Education said in other universities like Kigali Institute of Science and Technology (KIST) and School of Finance and Banking (SFB) student registration has reached over 92 per cent and tuition payment is being done without any hindrance.


This, however, was not verified by press time.


Most of the students and parents argue the under Ubudehe categories, the Ministry of Education is basing on to decide whether one needs sponsoership or not do not reflect the true financial capacity of families.


Emilienne Niwemugeni, the vice mayor in charge of social affairs in Rulindo District, admitted some students have genuine complaints.


In Rulindo, out of around 700 students who were being sponsored by government 501 have filed complaints claiming they were wrongly categorised.


“While compiling Ubudehe categories in 2011, capacity to pay university tuition was not considered, the Ministry of Education should make separate categorisation creteria for education”, Niwemugeni said.


Education minister speaks out


Education minister Vincent Biruta, yesterday insisted that the move was taken to enable more students to benefit from students’ loan scheme.


Previously, for science students, government paid Rwf1.25m per year while for non-sciences, Rwf950,000 was paid as student unit cost-, directly to tertiary institutions.


But under the new arrangement uniform student unit cost of Rwf830,000 will be paid.


The government spent about  Rwf26bn for 7,154 students under the old scheme.


Under the new scheme, Rwf16.5bn would be spent on an average of 12,684 students annually, representing a reduction in government expenditure.


According to the minister, in addition to increasing the number of beneficiaries, under the new scheme, the government would save close to Rwf10 billion, which will be channelled to infrastructure development as well as equipping tertiary institutions so as to help improve the quality of graduates.


Statistics indicate that only 17 per cent of loan beneficiaries have paid back from 1980-2012. But government projects that 80 per cent of loan beneficiaries will pay back by 2022/23.


The grants scheme is expected to be self-sustaining by 2023.


“Parents should take care of the tertiary education of their children and allow government  to cater for basic education. Education cannot be left to government alone,” the minister said.

Rwanda’s upcoming singer Gisa Cyiganzo denied reports of indiscipline by his former recording studio, Touch Records.


This comes following Gisa’s expulsion from the studio, on accusations of over drinking, skipping recording sessions for personal reasons, and missing out without permission.


While speaking to Rwandashow.com, Gisa denied the allegations.


“We parted ways because I was no longer ready to fulfill the requested duties, from them, not indiscipline cases,” says Gisa.


Gisa suggested Touch records were jealous of his great work relationship with most artists.


Gisa is one of the selling upcoming musicians in the country with lots of collabos with big names in the music industry, the likes of Jay Polly and Amag The Black.

After a long time of searching his next big name to manage musically, Alex Muyoboke may have finally found his man in Dr. Jiji. Dr. Jiji’s name is climbing up the ladder as a quick flash. Just a few months in the country, he’s almost become a household name, and his videos aren’t bad either.


But now it seems likely that the two may be heading for a sensational partnership after sources close to Jiji claimed the two are working on a two-year deal that would see the two work on various projects. The undisclosed source went on to indicate that the deal would benefit both Muyoboke and D. Jiji, who are set to announce it shortly after they pen down the contract.


Muyoboke has managed heavyweights in music industry, including Tom Close, Dream Boyz and Urban Boyz, all of whom parted ways with him acrimoniously. The lucrative deal will see Jiji become the fourth known artist to be managed by Muyoboke.

Apple's iPhone 5C misses the low-cost mark

Apple just expanded its smartphone line with the lower cost iPhone 5C, but don’t expect throngs of budget-conscious consumers to line up for the device, at least not in places like China.

That’s because the supposedly cheap iPhone 5C is, well, not really cheap. The 16GB model retails for $99 with a two-year service contract, and $549 without a subsidy. Tack on an additional $100 for the 32GB model.

The rationale for the iPhone 5C is that the more affordable model would better compete in markets where consumers don’t sign contracts and pay an unsubsidized rate for their smartphones. It’s in these markets where the flagship iPhone struggles, and where Apple has to try harder to win over consumers.

While Apple still sells a truckload of iPhones, the fate of its continued growth is a little less certain. The Cupertino, Calif., company may have invented the modern generation of touchscreen smartphones, but it faces stiff competition from companies unafraid to offer dirt-cheap, but functional, phones. While the iPhone remains king in the US, it has since ceded its leadership position elsewhere around the world. Globally, Apple has been losing market share to Android devices, particularly from Samsung.

As if that weren’t enough, sales are slowing in its core high-end smartphone market, which means both it and Samsung have to find new areas for growth. An obvious source is China, which has millions of consumers who already covet the Apple brand. But in China and other regions, such as India, a vast majority of the people can’t afford an $800 smartphone.

That’s close to what they’re getting even with the supposedly more affordable iPhone 5C. According to Apple’s Chinese site, a 16GB unsubsidized iPhone 5C costs RMB 4,488, or $733, while the 32GB version sells for RMB 5,288, or $864. A 4S will set a buyer back RMB 3,288 or $537. The iPhone 5S starts at RMB 5,288, or $864, for 16GB.

At that pricing, the iPhone 5C isn’t exactly cheap, particularly in a country where the majority of smartphone users don’t have contracts. Apple needs the China market, but it may find it tough to compete with devices from Chinese companies or even some of the cheaper phones from Samsung, which currently is China’s biggest smartphone vendor.

So rather than help Apple attract the mainstream or low-end customer, the 5C instead helps it better build its position at the high end. It might even help the company nibble away at Samsung’s market share with mainstream buyers. But it’s not going to completely turn around Apple’s position in China.

“Anyone expecting Apple to come truly down market with the iPhone 5C was fooling themselves,” Ovum analyst Tony Cripps said. “The day that happens is the day the company signals that it has run out of headroom for expansion. It’s far from ready to concede that yet as its greater interest in Japan and China show.”

When Apple hosts its event in China in a few hours, all eyes will be on the company to see if it says anything different about the devices in that region. What could give the company a boost is the expected plan to offer its phone through China Mobile, the world’s biggest wireless carrier with nearly 750 million subscribers. But unless the two reached some deal to offer iPhones at better prices, Apple won’t sell nearly as many devices as it could with an unsubsidized phone that costs $400.

She added that “carrier partners will work on their service and pricing plans” and will make announcements in the coming days. Apple is no newcomer to China and other emerging regions. The company opened its first store in China in 2008 and started offering the iPhone in the country the following year. However, it hasn’t opened stores as quickly as it had planned, and up to now, its devices haven’t been available at China Mobile.


In the latest quarter, Apple’s revenue from Greater China — China, Hong Kong, and Taiwan — tumbled 14 percent from the previous year to $4.64 billion. The sequential percentage decline was even worse, with sales in the region down 43 percent from what CEO Tim Cook had called Apple’s “best quarter ever.” The drop marks the first time growth has slowed in the region since Apple started reporting China’s results, raising concerns about Apple’s prospects. Cook attributed the decline to Hong Kong but said it’s unclear exactly why it occurred.

Rwanda’s first Gospel awards, the Groove Awards, will unveil the nominees in different their categories on Saturday 14th September 2013 at a gala night at Kigali Serena Hotel. The Awards, originally stemming from Kenya, look to recognize the efforts of gospel musicians who have made a mark in the industry.


Speaking to rwandashow.com Eric Munyemana, Groove Awards Rwanda coordinator revealed that a total of thirteen categories will be up for grabs. He said, “We will have thirteen categories plus two special categories. In total they will be fifteen. Artists nominated were given forms to fill in, in order to see if they fulfill the criteria we require from them. We also had a panel of journalists whom we used to assess the eligibility of the nominees.”


The official ceremony to launch Groove Awards took place at Kigali Serena Hotel on 14th August 2013, with attendants being treated to a dazzling and entertaining evening. Applicants had been asked to submit their entries not later than 1st September 2013 at their headquarters located at Ndamage House or at Blues Café. Uganda’s celebrated television personality David Junior Kazora aka JK will expand his entertainment business empire dubbed Buddies Entertainment to Rwanda.


The former WBS television host has become a regular face in most of the Kigali posh hangouts like Legacy and Chapter one bar in Kimihurura since mid 2013.


 “Am working on the expansion of my entertainment empire Buddies to Rwanda,” said Kazora.


Kazora added that he plans to settle and permanently work in Rwanda together with local showbiz fraternity to boost the industry.


 Kazora is rumoured to have sold his Kampala based bar, named Buddies, to get the funds to settle in,in Rwanda.


Kazora is one of the renowned figures in Uganda’s showbiz industry and also acts as emcee to big corporate events like the famous Moto Moto Pepsi Cola promotion.

 Speculations about the song suggest that James sings about being faithful to Priscilla, who left the country for further studies in the USA.


Both artistes have been rumored to date though both parties deny.


 “It’s only  a love song, re-assuring long distance relationship couples, that love comes with trust and they should never let rumour tear them apart,” King James explained.


James said he is in contact with Priscilla, because she is a friend but maintained that the song wasn’t created for her.


Meanwhile, close friends to King James believe the duo have some secret affair going on.

EAC To Send Observer Mission For Parliamentary Elections

EAC-movesThe East African Community has announced it will deploy an Election Observer Mission (EOM) for the Parliamentary Elections in Rwanda scheduled to take place on September 16, 2013.


 


The mission is part of the process to deepen democracy in the region and follows an invitation by the Government of Rwanda.


 


According to the EAC Secretariat, the mission is scheduled to be will be on the ground from September 10–19, 2013 and will be led by the former Minister of EAC of the Republic of Kenya, Hon. Musa Sirma.


The Mission’s mandate is to observe the preparations for the election, the polling, and the overall electoral environment.


 


The mission will also assess the conduct of the process as a whole and, where appropriate, make recommendations for the future strengthening of the electoral framework in the Republic of Rwanda.


“EOM is expected to look out for best electoral practices that could be emulated in the region and generally to widen and deepen cooperation between Partner States in socio-economic and political Affairs,” says a statement from the Secretariat.


 


The Mission will ascertain whether the elections were free and fair and conform to principles of good governance and democracy in the region.


The legislative Electoral Calendar shows that it will span over 3 days with 16th September 2013 being the polling day for direct election of members of the National Assembly.


 


On September 17, 2013 will be for indirect elections of 24 female Members of Parliament; and finally the September 18th 2013 date will be for indirect election for representatives of youth and people with disabilities.


The EAC Observer Mission consists of 36 members, who include Members of EALA, officials from National Electoral Commissions and Human Rights Commissions from Partner States and the East African Community Secretariat.


A Mission report with recommendations on how best to improve election management in Rwanda in particular and in the EA region in general will be produced and  submitted to the National Electoral Commission – Rwanda and the EAC Council of Ministers for consideration to inform future engagement and interaction during electoral processes in other Partner States.

Regional Police Officers Begin Peace-Keeping Training In Rwanda

Officers undergoing peacekeeping trainingFifty two police officers from the eight Eastern Africa Standby Force Coordination Mechanism (EASFCOM) member countries on Monday started a two weeks United Nations Police Officers Course (UNPOC) at the Peacekeeping Training Centre in Gishari, Rwamagana District.


The course is dubbed “Turning Professional Police Officers into Competent Peace Keepers.”


Deputy Inspector of Police in Charge of Operations, Dan Munyuza, while officially opening the course, asked participants to take it “serious,” adding that the onus of restoring peace in needy countries rests on their shoulders.


He described them as ambassadors of peace and said that the course is vital if they are to accomplish their duties effectively.


“Rwanda having been affected by serious conflict that resulted in one of the most horrendous genocide in the world, is committed to do all in its ability to ensure such atrocities do not happen elsewhere.


This partly explains why to date, Rwanda remains one of the largest contributors to peace missions globally,” said Munyuza. He thanked EASFCOM for choosing Rwanda to conduct the course.


The officers being trained are from Burundi, Kenya, Uganda, Tanzania, Ethiopia, Sudan, Djibouti, and the host Rwanda.


Superintendent Wanderi Mwangi, the Training and Evaluation Officer at the EASFCOM- Police Component, commended the government of Rwanda and Rwanda for its efforts in restoring peace worldwide.


Wanderi urged trainees to make good use of this opportunity so as to acquire skills and knowledge required of them to professionally serve to the required standard.


The Course will tackle theory and practical exercises, challenges in mission areas and techniques of overcoming them.


It will also handle key issues such as the back ground of the African Union, the dynamics of peace keeping operations and the expected conduct, as well as discipline of a United Nations African Union Officer.

Rulindo to train people on disasterAfter the natural disasters that were caused by heavy rainfall in Rulindo district leading to the death of people and destruction of properties by the landslides in the beginning of may 2013. Rulindo district is working on new strategies to prevent more tragedies due to natural disasters.


It is in this regard that on Thursday the 5th Sept 2013 one day training took place to sensitize people about disasters caused by fire and how to prevent and fight them took place in Shyorongi sector in Rulindo district.


This training was attended by different people in the district including teachers and health workers among others.


Anne Marie Mukandoli who works in the Ministry of Disaster Management and Refugee Affairs (MIDIMAR) in Rulindo district says they intend to train people in groups on the fight and prevention of natural disasters.


“As a way of preventing natural disasters from affecting Rulindo district again, we will have to train all people in groups so that we will never lose people to these disasters when they can be prevented” says Mukandoli.


People who attended the training say it is great for every person to have knowledge on how to prevent such disasters. “Though we have the knowledge, we will require the equipment to prevent disasters. This is because the tools for prevention of fire are expensive and we have no money to provide them ourselves” says one of the trainees.


Jeanne Uwineza a teacher at Jabagwe School in Shyorongi sector says extinguishing fire is easier and can be done by any person if taught to do so. “I am going to sensitize all my fellows and especially the school management to buy the equipment for the sake of our school” she says.

Celebrated audio producer T-Brown, parted ways with his long term recording studio Ibisumizi over supremacy issues with one of the members inside the studio.


T-Brown called it quits after his boss, Riderman turned down his request to expel, The Kim, an upcoming artist working with the studio.


“I urged both to settle their differences as men but T-Brown decided to quit,” Ibisumizi boss Riderman explained to Rwandashow.com.


Riderman said it was an irrational decision to quit though he hopes T-Brown comes back to his senses sooner.


T-Brown has been producing songs for all artistes working with Ibisumizi recording studio, right from the studio’s genesis.


T-Brown joined The Super Level studio owned by Urban Boyz.

 Nanone is one of the long serving rappers, he has participated in the three,Primus Guma Guma Super Star competitions.


 “Last year it did not work out as planned but I promise my fans that this year, my album launch will be successful at any cost,” says Nanone.


Despite falling out with his former recording studio Bridge records over certain payment percentage, rapper Danny remains an outstanding hip hop star in the country.


The rapper boasts of songs like Infaranga and Mbikubwire featuring Tusker Project Fame star Jackson Kaliba.

 Uncle Austin vows never to launch any albums, in the near future


Afro beat singer Uncle Austin may not be launching another album in the near future. Austin was left frustrated after the low turnout at his album launch entitled Uteye Ubusambo at Gikondo Expo Grounds, and the star believes time may not be ripe for another launch. Speaking to the media, Austin acknowledged that the venue launch may have played a major role as far as the low turnout was concerned, but also said that the preparations did not go as planned.


He said,” Yes it was disappointing. The way we toil preparing for these kind of concerts, only to be let down by the low turnouts. I don’t think I am planning another album launch soon because it will take me some time before I can recover fully. I now want to concentrate on touring the country and performing in live concerts as opposed to another project of the same kind.”


But it has been claimed over and over that Rwandan artistes have failed to master what it takes to have successful album launches. Critics have argued that musicians rush to launch their albums instead of working hard to popularize themselves.

Nyabihu district has embarked on constructing Selling points small markets to curb trading in chaos in most parts of the district.  These Selling Points are helping people to buy and sell goods without fear of getting on the bad side of the authorities.

“these Selling Points have become a solution to people who live far from markets, they are able to buy and sell foodstuffs on a daily basis in conducive environments” says the vice mayor.

These Selling Points were built in areas far from big markets to encourage trade among local people. They will provide for people’s needs and remove chaotic trading in cells.


Nyabihu district has 4 Selling Points in 4 sectors of Rurembo, Kintobo, Jomba and Jenda. Residents of Nyabihu district were asked to use these Selling Points as expected, provide for their families and achieve personal development.

1,200 observers for Rwanda parliamentary polls

1,200 observers for Rwanda parliamentary polls


A list of at least 1200 observers has been put by the National Electoral Commission (NEC) to follow up on the parliamentary elections scheduled for September 16.


The NEC has accredited 1,236 observers, including 176 from outside the country. Observers from the African Union have already entered the country and the all observers from the Commonwealth countries are expected to come by the end this week; however the more observers accredited until September 14.


In the meantime, the EAC will also be sending a mission consisting 36 members that will be headed by Kenya’s former Minister of EAC Affairs, Musa Sirma,. The move is seen as a way of having the community’s role in building a regional integration process and democracy through free and fair elections.


NEC Executive Secretary Charles Munyaneza says that the observers are welcome to Rwanda and the country has grown in managing and conducting the elections, which is one reason why observers may have less work to do


The number of elections observers interested in Rwanda’s electoral processes has over the years decline, according to the Executive Secretary of the National Electoral commission (NEC), Charles Munyaneza


Munyaneza says that this is because Rwandans have grown mature in conducting elections and there is no doubt that the country has learnt from its past elections and has made necessary amendments and developed to suit the needs of the community.


The largest number of election observers was witnessed during the previous presidential election, in which Rwanda had over 3000 local and foreign observers.


Munyaneza says that with time the observers will have little to do, but for formality, since Rwanda has made tremendous progress in financing and organizing its elections compared to other countries in the region.


At least 5,953,531 Rwandans out of the 18million Rwandans are eligible to vote for the 410 candidates contesting for the 80 seats in the next parliament.

Gakwanzi talking of Rwandan gender policy


The government of Rwanda with FPR-Inkotanyi as the leading Political Party has given women value and dignity. Women are no longer found only in kitchens serving their husbands and taking care of children as Rwandan society expected but they are also part of decision making.


Gakwanzi says “before, women were supposed to do family work and chores and the husband as the head would go to meetings, decide for the family and implement all his decisions while the wife was to accept all that was decided for her.”


Gakwanzi goes on to say that women were termed as “cook and I think for you” because they were supposed to stay home and cook while their husbands made the important decisions.


With the FPR-Inkotanyi Political Party in the government, such treatment of women is now history. Women have equal rights as well as men; they have the same vote as men in decision making. All women in Rwanda be in the city and in rural areas, they have the same rights.


“As you can see me, I am a local woman that was elected to represent women in the Mushubi sector Council. I participate in decision making a thing that was unheard of in the past” says Gakwanzi proudly.


After the 1994 genocide against the Tutsis when the FPR-Inkotanyi became the ruling Political Party, gender balance concept was introduced and encouraged in Rwanda. Women have been involved in decision making and they make up at least 30percent of all the administrative councils as mandatory.


The retiring members of parliament regime had 56percent of its members as women.

Ten Rwandan students leave for tourism training in Kenya


Hospitality students awaiting departure at the Kigali International Airport


Ten students selected by the Workforce Development Authority (WDA) have left for Kenya Utalii College (KUC) to study courses related to Hospitality and Tourism.


Among them, seven will take a two year course in Food production, one in Hotel Management, a 3-year course, one in Travel & Tourism Management (3 years), and one in Food and Beverage Services & Sales (2 years).


According to Sam Barigye the coordinator of Hospitality & Tourism training in WDA, another batch of 20 students is expected to go this week.


Kenya Utalii College is one of Africa’s leading Hospitality and Tourism training institution established over 40 years ago.


Such trainings sponsored by Government through WDA aim at addressing the existing skills gap evidenced in the hospitality industry through enabling people to upgrade their technical skills.


The same benefiting from this training are expected to train others to develop competencies that will make them competitive and employable at the labour market, regionally and internationally.
